We have a new definition of irregular warfare, and to paraphrase Winston Churchill, we are “perhaps, at the end of the beginning.” Now, the real work begins—improving how we think about the many diverse challenges and activities encompassed within irregular warfare (IW). Ultimately, IW is a manmade, largely administrative construct created by the Department of Defense (DoD) for the DoD.
The difference between theoretical AI capabilities and battlefield reality is measured in missed opportunities and lost American lives. The capability gap is not just theoretical. According to the Department of Defense’s Artificial Intelligence Integration Report, China fielded 78 new AI-enabled military systems in 2022 alone. The U.S.? We managed 12. The GAO’s assessment of military AI capabilities confirms this growing disparity, highlighting critical gaps in our tactical AI deployment.
The People’s Republic of China (PRC) presents itself as a gentle panda to obfuscate its global predatory behavior. But hiding inside the PRC’s panda suit is a dragon seeking to prey on the Central Region as a core political and economic axis for its neocolonial aspirations. Unfortunately, the singular U.S. focus on Taiwan enables the PRC to capture global strategic geography and human terrain beyond the Indo-Pacific, specifically through its Belt and Road Initiative.
Those of a certain age will remember the issues that the Defense Department and the U.S. Government overall have had with labeling operations short of full-scale conventional war. The plethora of terms used in the past for seemingly similar missions was virtually guaranteed to preclude an intellectual underpinning for analysis and strategic planning.
During his address to Congress on March 4, US President Donald Trump did not mince words about the threat drug cartels pose: “The cartels are waging war on America, and it’s time for America to wage war on the cartels.” His statement marks the clearest indication so far that the new administration is serious about confronting the cartels and follows a series of escalating actions.
